Between the principle of neutrality and artistic freedom? Legal guidance on cultural funding

Many artists are currently wondering how they can take a political stance in their work and in their funding applications. Where do uncertainties arise? What legal frameworks actually apply? In an expert presentation, Malte Stemkowitz will provide guidance on the legal foundations of public cultural funding. In addition, practitioners will share specific experiences from their work. Afterward, we will engage in a discussion with the participants about current issues.

About the Speaker: Malte Stemkowitz studied law in Passau; after passing the First State Examination in Law in 2022, he worked as a research assistant, first at an international commercial law firm in Munich, then at the Institute for Legal Didactics at the University of Passau, and, starting in 2024, at the Chair of Public Law, Security Law, and the Law of New Technologies at the University of Passau; his research focuses on government public relations and obligations of political neutrality.

The presentation will also be streamed online; the subsequent discussion will take place exclusively in person.

The event is organized as a professional development program by the State Office for the Independent Performing Arts as part of the FAVORITEN Festival.
